William Mable, a shoemaker, from London, founded a public museum in Weston-super-Mare in 1861. He came to Weston and was fascinated by the excavation in progress on Worlebury Hillfort. At the end of the 19th century the recently formed Urban District Council built a new purpose-designed building to house both museum and library.
